Which two countries have not signed a peace treaty ending World War II?
As of September 2000,
Japan and
Russia have yet to sign a peace treaty officially ending the state of war that began with
World War II. The reason? A disagreement over a handful of small islands off the northern coast of Japan's Hokkaido island, which are part of the Kuril Island chain (known as the Northern Territories in Japan).
