Who rules Andorra?

The tiny country of Andorra sites in the Pyrenees Mountains between France and Spain. Since 1278, it has been jointly ruled by two people who are not Andorran - the President of France and the Bishop of La Seu d'Urgell from northeastern Spain. The two countries are also responsible for the defense of the country of approximately 66,000 people.
