Ground was broken on the master-planed American-style community of Rawabi in the West Bank last week. The community, with curvilinear streets, is expected to house about 40,000 people once complete. Located 20 miles (32 km) north of Jerusalem, is scheduled to open to its first residents in 2013. The success of the development remains out of the control of Palestinians, however, as Israel must agree to allow an access road to be built through Israeli territory.

What the article actually says is, “But two miles (three kilometers) of the road would have to be built through a part of the West Bank that Israel controls, within view of a Jewish settlement, raising possible complications.”
Most of the world would dispute that the West Bank is Israeli territory.
