After weeks of delays due to concerns about sampling issues in Census 2010, the U.S. Senate confirmed Dr. Robert Groves, a sociologist, as the new director of the U.S. Census Bureau. Republican senators were concerned with Dr. Groves as director because he is an expert in statistical sampling, which, if used in Census 2010 would benefit Democrats.

Statistical sampling is more likely to provide an accurate count of traditionally undercounted minorities. Thus, with higher (accurate) populations in minority Congressional districts, the candidates elected from those districts are more likely Democrats.
