Japanese Man Not Leaving Mexico City Airport

Do you remember the movie The Terminal where Tom Hanks' character lives in an airport. Well, it's happening now in Mexico City where Japanese citizen Hiroshi Nohara has been living in Terminal 1 of Benito Juarez International Airport since September 2. Mexican and Japanese officials can't do anything until Nohara's visa expires in March.

Why can’t he be deported as a vagrant? He has no visible means of support, his body odor offends everyone around him and he lives off food he doesn’t pay for. If he was found living on the streets wouldn’t they would deport him. Why does being in the airport make it any different?
