I have that Outside issue, and the second ten are sort of paired and interspersed with the first ten, not ranked 11-20. They are:

Oxford, Mississippi
New Orleans
Oakland
Sacramento
Levittown, New York
Corvallis, Oregon
Wilmington, North Carolina
Seattle
Charlottesville, Virginia
Brattleboro, Vermont

If there’s a theme, and it’s an old one in the best-places-to-live lists, it’s college towns.

Best town contests are like Texas chili cooking contests. It’s all great fun until someone spoils the fun by pointing out that it’s really all nonsense. Eat the chili and enjoy it, it is all good.
