Chinese Who Lost Only Child May Apply for New Child

The New York Times reports that Chinese couples who lost their only child in the May 12 earthquake may apply to local authorities to receive permission to have a new child as an exemption under the One Child Law. In addition, if families already had a second illegal child and the first legal child was killed, the second child can replace the first child officially and thus be exempt from fines and other penalties.
