The Russian oblast of Ul'yanovsk is giving couples the day off from work on September 12 in order to do their national duty and "work at home" to conceive children for the Motherland. This effort by the oblast is the third annual creative response to Russia's massive population decline. The hope is that a plethora of babies will be born on Russia Day, June 12 (nine months from September 12). Valuable cash and luxury prizes are available for winning couples. The biggest problem in the world is overpopulation.
