World Cup Teams That Should Not Exist

There are twenty-nine "national" football (soccer) teams that should not exist because the twenty-nine entities are not countries. The most prominent of these is the English team, representing only a portion of the United Kingdom of Great Britain and Northern Ireland. I wonder what the rules for having a team are. If teams represent “nations” (groups of people) then there is logic to have an English team, Scotish team, and etc. But then what would an ethnic Hungarian who lives in Serbia do? It is all messed up!
