Only One Voter in Annexation Referendum

In the village of Oregon, Wisconsin land owner Randy Way cast the only vote in a referendum on whether to approve a plan by the village of Oregon to annex 80 acres from the town. As the only land owner impacted, Randy was the only voter. He voted yes 17 minutes after the polls opened but the polls needed to remain open all day, staffed with three paid workers.
