Latitude Depends on Time of Day?

File this one in geographical humor. Maureen shares the story of a student who, when asked to name three other cities with the approximate latitude as Beijing, answered with "53 degrees, 9 minutes north." Not only does that not answer the question, the student's following sentence was even stranger - "But, would this not depend on the time of day?" Wow!
