EU Membership for Kaliningrad?

The Russian exclave of Kaliningrad is wedged between EU members Poland and Lithuania but since it's part of Russia, it can't fully participate in the successful European Union. Recent discussions have occurred to determine how Kaliningrad may be able to fit into the new Europe.
