Niue to Encourage Immigration

The tiny island quasi-state if Niue was hard-hit by Cyclone Heta in early January. The population of 1,700 may drop if residents are unable to recover from the storm. Thus the government of the island, which is somewhat under the control of New Zealand, would like to encourage residents of nearby Tuvalu to relocate.
