The United Nations Development Programme released their Human Development Report 2003 . Surprisingly, Canada suffered, falling below the U.S. for the first time to #8 in this year's list. For the seven years prior to 2001, Canada was #1. The top twenty are: Norway, Iceland, Sweden, Australia, Netherlands, Belgium, United States, Canada, Japan, Switzerland, Denmark, Ireland, Britain, Finland, Luxembourg, Austria, France, Germany, Spain and New Zealand.
